Which country are you bringing your pet from?

Singapore classifies every country by rabies risk. Your answer determines your requirements, your minimum timeline, and what needs to happen in what order.

Good news — but two things still catch people out

No rabies vaccination or titer test required. That's the genuine advantage of Schedule I. But since 1 April 2026, clearance at Changi is agent-only — you cannot self-clear regardless of how complete your paperwork is.

And the sequence matters: the pet licence must be obtained through PALS before your agent can apply for the import licence. Most people don't know these are linked until they've already made other commitments. The guide sequences everything in dependency order — the steps that gate other steps come first.

Schedule II · ~4 months minimum from zero

The 90-day gate runs from when the blood is drawn — not when the result arrives

A rabies titer test (FAVN) is required. Your vet draws blood, sends it to an approved lab, and results arrive in 4–6 weeks. But the gate isn't measured from the result. The blood draw date must be at least 90 days before your pet's Singapore arrival.

If you plan your travel date around when you expect the result, you may miss the window entirely and need to restart. This single timing gate — not the paperwork, not the agent — is what controls how soon you can bring your pet to Singapore.

Schedule III · Quarantine required

The quarantine space must be booked before anything else — without it, you can't get the import licence

Pets from Schedule III countries serve a minimum 30-day quarantine at Singapore's Animal Quarantine Centre (AQC) on arrival. But the booking comes first. Without a confirmed Quarantine Reservation Code (QRC) from the AQC booking, the import licence application cannot be submitted. Without an import licence, your pet cannot travel.

Book the AQC space via AVS's QMS system — at least 3 months before your planned arrival. Before you start the paperwork. Before you vaccinate. Before anything.
